Dealing heroin lands a Muncie man behind bars for ten years. 34 year old Issac Terrell O’Neal was arrested in March 2017 after he was accused of selling the drug to an agent for the Muncie Police Department’s narcotics unit. He was convicted recently. Authorities said they found a sock containing both heroin and meth that O’Neal threw out a window when they arrived at his residence for a search.
