A New Castle man is under arrest after police say he brandished a handgun during a domestic dispute that eventually involved police. The Star Press reports James M. Carroll is charged with criminal confinement while armed with a deadly weapon, intimidation and resisting law enforcement. Carroll, at first, refused to put down the weapon and also struggled with police during his arrest.
