An inmate at the Delaware County Jail is filing a lawsuit, claiming Muncie Police officer Chase Winkle beat him up during a 2018 arrest. The Star Press reports the suit from Dewayne Emberton is in addition to charges filed alleging that Winkle used excessive force in making four arrests between March 2018 and February 2019. He remains on unpaid administrative leave.
