Major issues in city accounting practices are plaguing the new administration as officials dig into Muncie’s books in the first few weeks. The Star Press reports that in the past three years, the city of Muncie has gone from six accounts with a negative balance totaling about a half million dollars, to 18 accounts with a current negative balance totaling more than $3 million.
