The son of Muncie Police Chief Joe Winkle is one of two city police officers named in a federal lawsuit. It claims that Chase Winkle and Chase Hunter detained Jessie Vernon and another man in June of last year for riding bicycles without proper lighting. Hunter reportedly found drugs near Vernon, then Winkle allegedly cuffed him, beat him and repeatedly tased him. The suit claims Hunter took part in the beating as well.
