So who will act as Mayor in Tyler’s absence? According to the Indiana statute, Councilman Doug Marshall would be next in line. However, it is unknown whether Marshall could actually serve as mayor, considering the State Board of Accounts has accused him of violating the “double-dipping law.” Marshall is an assistant superintendent at the Muncie Sanitary District in addition to serving on city council.
