A Muncie mother has been arrested after she was allegedly found intoxicated with four children in her care. 26-year-old Brittany Hughes is charged with four counts of neglect of a dependent. She was being held in the Delaware County jail under a $20,000 bond. A member of her family asked police for a welfare check after they received a phone call from one of the children.
