After a woman’s vehicle plunged into a pond in Delaware County, she was helped to safety by a conservation officer. 73 year old Joyce Phipps was on Delaware County Road 700-E when it happened Wednesday night. The arriving officer found her partially out of the car and he got her the rest of the way to dry land.
