Muncie Police say three times now, a 37 year old resident has overdosed on drugs while caring for her three children. Amanda Smith is charged with neglect of a dependent. Police were called to a home late Saturday afternoon and they found food burning on a stove and Smith unconscious. Police administered Narcan to revive her.
