A Hartford City man, cuffed less than three months ago, is arrested again on drug-dealing counts. Police say 31 year old Jarred C. Sumwalt of the 400 block of East Elm Street, was taken into custody, initially on a driving-while-suspended charge. Police say he and another man were making drug runs to Dayton, Ohio to buy meth and heroin.
