As scores of citizens opposed to a planned hazardous waste recycling facility looked on, Muncie City Council President Doug Marshall left a city council meeting this week. Marshall was being criticized for the crowd for enforcing the time limit on a man speaking out against the project. He adjourned the meeting then left with his wife. The meeting was gaveled back to order by Council Vice President Nora Powell. Republican council member Brad Polk made – and council passed – a motion to reconsider the matter by referring it to a committee for further study and public input.
