Muncie Police found a three year old walking alone Tuesday afternoon near Macedonia Avenue and Lowell Street and then they found his father and placed him under arrest. 23 year old Quintin Clark reported his son missing and that’s when investigators charged him with neglect of a depndent. The boy was placed in the care of Department of Child Services officials.
