The Muncie Sanitary District administrator has been placed on leave after being arrested this week by the FBI. 44 year old Debra ‘Nikki’ Grigsby is alleged to have obtained fraudulent bids to demolish houses as part of Muncie Sanitary District infrastructure projects. Arrested on the same day was 60 year old Tony Franklin, owner of Franklin Building and Design LLC. Grigsby is not being paid while on leave.
