Police say he offered money to a teenage girl in exchange for sex and now a Blackford County man is behind bars. 55-year-old Gene Epps was charged with child solicitation and inappropriate communication with a child. The girl involved said no to Epps and informed an adult about what happened. The girl also recorded the conversation.
