A Democratic caucus has elected vice-party chair Denise Moore as the replacement for Alison Quirk’s Muncie City Council seat. Quirk, a longtime member of the council, resigned on Feb. 4, citing personal reasons. Moore was the only Democrat to submit her name to the caucus.
