The Indiana Court of Appeals says an Anderson man who failed to register as a sex offender violated his probation and must serve all three years of a previously suspended sentence. Kevin Christopher Tharp had appealed his initial ruling saying his violations were technical, the evidence against him insufficient and a lesser sanction was warranted.
