A judge has dismissed two claims in a lawsuit filed by ex-Muncie police Chief Steve Stewart. Those claims centered on breach of contract but four other claims remain intact. Stewart contends that Mayor Dennis Tyler forced him into investigating a city employee who had spoken to the FBI about alleged criminal wrongdoing.
