A man cuffed in Winchester Monday admitted to police that he’s been selling drugs to more than a dozen people regularly for about five months. 28-year-old Andrew Ellis was arrested at his residence on the 200 block of West Franklin Street. He said the money helped pay his bills and fund his own drug habit.
