Details Emerge On Arrest Of Shelter Director

More details are being released about the arrest of the director of the Muncie Animal Shelter. Phil Peckinpaugh was taken into custody on a charge of invasion of privacy, a similar charge he was arrested for back in May. A Yorktown woman who had a protective order against him showed police several messages she received from him via social media. Peckinpaugh has been director of the Muncie Animal Shelter since 2012.
