Two Charged With Animal Cruelty

Three dogs were found emaciated and flea infested in Randolph County.  Michael West and Alanna West face counts of cruelty to an animal. Among the dogs found at a home in Spartanburg was a brown pit bull mix with one eye partially matted shut and nails so long they were bleeding.
