She called police about a break-in at a neighbor’s home, but a Hartford City woman ended up under arrest on drug counts. Police say 27 year old Stacy Ritter of the 400 block of North High Street contacted them early one morning. Ultimately, after talking to her officers searched Ritter’s apartment and spotted about a dozen syringes in plain sight.
