Arrested on a charge of invasion of privacy – Details are few in the allegations against the director of Muncie Animal Services. 32-year-old Phil Peckinpaugh was taken into custody Wednesday afternoon after appearing at City Hall with his attorney. He was released after posting a $2,500 bond.
