The Metropolitan Board of Zoning Appeals deadlocked in a 3-3 vote on a proposed winery on the north side of Prairie Creek Reservoir. A small vineyard on Windsor Road needs a special-use permit to construct a two-story, barn-like structure to house the winery. Because of the deadlock, another hearing and vote on the petition has been scheduled for the next zoning appeals meeting on April 26.
