Muncie’s police chief says officers did what they were supposed to do after video surfaced on Facebook of an officer strking a man in the parking lot of a Taco Bell on South Madison Street. Joe Winkle says, if anything, the man should have been detained and arrested sooner in the exchange. Police haven’t released the officer’s body cam footage from the five minute encounter with 36 year old Joshua Douglas.
