A South Carolina man has been arrested after a K-9 sniff indicated the presence of narcotics in his car. ISP Trooper Thomas Ratliff was driving on South 25th St. in New Castle, when he noticed that the car in front of him didn’t come to a complete stop at a stop sign before turning. The 40-year-old male from North Augusta, South Carolina was charged with possession of meth.
