A convicted Muncie sex offender is accused of propositioning a 13-year-old girl. The girl says she went to 49-year-old Michael Horn’s house to cut his hair. After Horn propositioned her, she quickly left the residence. Horn was arrested on a preliminary count of child solicitation, a Level 5 felony carrying a standard three-year sentence.
