The death of House Bill 1315 in the Indiana Legislature late Wednesday night caught Ball State University by surprise. It also shifts the focus back to the MCS Emergency Manager. House Bill 1315, which would have given Ball State University control of the deficit-ridden school district on July 1, was derailed on the last day of the 2018 legislative session.
