A guilty plea from a former Muncie resident charged with sexually abusing a pre-teen girl with learning disabilities. James Rowland III, has been held in the Delaware County jail under a $60,000 bond since he was arrested in February 2016. The victim told police Rowland both fondled her and exposed himself when she was left in his care. He pleaded to child molesting and dissemination of matter harmful to minors.
