A man being sought in connection with a domestic violence incident was found Tuesday and had meth an marijuana on him, say police. 33 year old Ralph Mills is charged with domestic battery, possession of meth and possession of marijuana. He was caught by Winchester Police in the parking lot of Heather Park Apartments. A woman who lives there said that Mills punched her in the eye a short time earlier.
