A Hartford City man is accused of selling heroin to an agent for the Blackford County Drug Task Force. 31-year-old Seth Richard Watkins has been arrested and charged with dealing and possession of a narcotic drug. Watkins is being held in the Blackford County jail under a $2,000 cash bond. He was already scheduled to stand trial April on a possession-of-a-controlled-substance charge filed last October.
