An Indiana Senate Appropriations hearing will be held today to give Ball State University control of Muncie Community Schools. Along with allowing BSU to govern the school district using a newly appointed seven-member school board, the bill allows the State Board of Finance to make an interest-free loan to the school district and removes the label of fiscally distressed.
