A walk in the bitter cold with a young child in tow landed a New Castle woman in trouble. 40-year-old April Long was arrested after reports that she appeared intoxicated while walking with a small girl in sub-zero temperatures. Police say the little girl’s face appeared red from the cold and was wind burned.
