County Council Says Program Does More Harm Than Good

The Madison County Council has voted to end its needle exchange program. According to the Herald Bulletin, the council voted 5 to 2 to pass an ordinance that prohibits the use of any money, either from county funds or donations and gifts, for the purchase of needles and supplies. Council members say that the program was doing more harm than good.
