Low-income 4-year-olds in Delaware County are among those newly eligible for the state’s pre-kindergarten pilot program as Gov. Eric Holcomb has announced its expansion to 15 more counties. Holcomb’s office says participating local providers in these counties will be expected to enroll children for the 2018-19 school year, with the possibility of a limited program beginning next January.
