He’s accused of creating a hell for dogs, and now a Muncie man has been placed on probation for a year. 25 year old Jacob Pelfrey now lives in Ohio. He was cuffed here in 2015 when almost four dozen dogs – living in filth with no food or water – were taken from his North Nebo Road property. Pelfrey pleaded guilty this week to three counts of animal cruelty.
