A boy who used a cell phone to video a New Castle man who went on a rampage was allegedly beaten by the man. Police say 32 yeear old Troy Neal of the 1600 block of South 14th Street, is charged with battery on a person less than 14 years old. Police say they went to his home early Sunday where Neal had reportedly used a hammer to smash a woman’s keys and to break a TV and put holes in the walls. A 12 year old boy there at the time used his cellphone to record what was happening and told police Neal got on top of him an struck him in the face.
