FBI and the Delaware County Sheriff’s Drug Task Force have arrested a Muncie man on heroin-dealing charges. 46-year-old Raymond Carthel White is accused of twice selling to a police informant. Authorities also allege White’s wife and their two-year-old daughter were present for both transactions. White was arrested in a traffic stop near Ohio Avenue and Lincoln Streets.
