After a months-long FBI investigation, federal agents arrested Muncie Building Commissioner Craig Nichols Wednesday and charged him with wire fraud, theft and money laundering. The indictment alleges that Nichols used sham bidding practices and submitted fraudulent invoices to steer work to his companies, and then billed the city for work his company either – never performed or performed at inflated prices.
