A measure to require Muncie landlords to register with the city is off the table. It was withdrawn Monday night by city council member Noral Powell. That came after Powell says she talked with a number of people about the ordinance which was designed to fight blight and to give the city a way to contact landlords if needed. She tells the Star Press one real estate agent told her something needs to be done but “this isn’t quite right.”
