Veterans Day is Friday. All federal and state offices will be closed. City offices in Muncie, Hartford City, New Castle, Portland and Winchester will be closed Friday. County offices and courts in Delaware, Blackford, Henry, Jay and Randolph counties will also be closed Friday. Banks, the BMV and the post office all will be closed Friday in observance of Veteran’s Day.
