A Winchester funeral home director has been formally charged with sexually assaulting a woman who came to his business to arrange her mother’s funeral. 42-year-old Thomas A. Oswalt was arrested by Randolph County sheriff’s deputies on Oct. 21. The Prosecutor’s office has charged Oswalt with two counts of sexual battery, a Level 6 felony carrying a standard one-year jail term.
