A Blue Light memorial service is set for a Muncie Police officer killed in the line of duty 25 years ago. The 6pm service Friday will be held in the 400 block of West Riggin Road – the site where Muncie police officer Gregg Winters was shot to death on Dec. 28, 1990. Speakers at the memorial will include the officer’s wife and his two sons.
