20 Percent Drop In ISTEP Passing Rate

Legislators say a 20-point drop in the ISTEP passing rate is about what they expected after the transition to new state standards. Legislators are rushing through bills to shield school accountability grades and teacher pay from being punished for score drops based on that switch.
