Animal cruelty counts face a Ridgeville woman after police went to her property on the 2200 block of West Randolph County Road 900-N. 42 year old Sherri Phenis, say police, had her Jack Russell terrier living in an ourdoor pen filled with trash and feces. There was no food or water and police say the dog was so underweight, its ribs were showing. The dog is now at an animal shelter.
