Felony neglect charges filed against a mother in Madison County. Police claim 32 year old Connie Campos regulary locked her four kids in a basement with no food or water and only a bucket for a toilet. Authorities had been investigating her husband, Javier Campos since 2016 when a 13 year old boy was removed from the home and placed in foster care.
