Muncie Mayor Dennis Tyler will give his annual State of the City address during a breakfast program this morning at the Horizon Convention Center. Doors will open at 6:45 a.m. and music will be provided by America’s Hometown Band. The mayor’s address will begin at 7:30 with the event wrapping up at 8:30.
