He says he’s dropping out due to health reasons. Phil Peckinpaugh has decided to withdraw from the Democratic Party nomination for a Delaware County commissioner seat. Peckinpaugh says he decided to drop out to focus on what he calls serious health issues. He will remain in his position as director of Muncie Animal Care & Service.
