Madison County, which ended its needle exchange program for intravenous drug users last summer, is in talks with a local group to resume that program. Stephenie Grimes is Madison County’s health department administrator. She told the county’s health board Wednesday that a not-for-profit group is negotiating to resume the program that allows IV drug users to exchange used needles for clean ones to reduce the spread of diseases.
