Ex-Muncie Police Chief Steve Stewart has filed a federal lawsuit against the city of Muncie. According to the Star Press, the suit alleges Mayor Dennis Tyler and longtime Democratic Party figure Phil Nichols badgered Stewart to conduct an investigation of a longtime city employee who was believed to be cooperating with an FBI investigation.
