The emergency manager overseeing the business happenings in Muncie Community Schools is still operating without a contract three months after assuming that control. There is authorization for the Distressed Unit Appeal Board to get that done but it hasn’t happened yet and as a result, exactly how much the emergency manager is costing to have on board, isn’t clear.
